Minutes for General Meeting 11th of May 2026

  1. Attendance and Apologies
    Attending: Claire Dickson (Chair), Greg Easton (Secretary), Danny O’Neill, Madeleine Skeoch, Ruby Kelly, Imran Alam (Glasgow City Council), Dan Hutchison (Glasgow City Council), Esme Clark, Anne Melvin, Gina Preston, Robert Preston, Anastasia McDonald, Douglas McDonald, Sofie Rytz, Annie Morgan

  2. Approval of Minutes from March
    The meeting scheduled for April 2026 did not achieve quorum and was not held.
    Therefore, we approved the minutes from the March General Meeting.
    Approval given by Madeleine Skeoch and seconded by Esme Clark.

    1. Finance Administration
      The Secretary explained the situation with access to banking and that we need to formally minute who will be given signatory permission. Following discussion, Esme Clark will remain a signatory, and we will add Vice Chair & Treasurer Willie Jones and Chair Claire Dickson.

      It was agreed that The Secretary will get the matter underway and contact members if needing information to complete the form required by our bank.

  3. Reports
    1. Elected Officials
      Councillor Dan Hutchison
      Councillor Hutchison gave a brief update on several matters, including some from the April Govan Area Partnership meeting. An outstanding matter from the Neighbourhood Infrastructure Fund (NIF) has been settled, and Govan Road from Water Row to Fire Station will be resurfaced. Some decisions were also taken related to Christmas 2026, however as Councillor Bell who had taken the lead on this matter is absent, it will be left for him to update the CC.

      There will be an ad-hoc Govan Area Partnership Meeting to decide funding for Old Govan Fair, as they missed the deadline for the April meeting of the Partnership. This will be held on Tuesday 19th of May as a Remote meeting, Madeleine Skeoch will attend on behalf of Govan CC.

      Councillor Imran Alam
      Several matters had been covered already by Councillor Hutchison, so not much to add. However, Councillor Alam had been in contact with Paul McAlinden regarding events held during the Govan Music Festival. The Bhangra Night did not achieve the audience expected and this leaves its position in the calendar uncertain for next year. He is seeking suggestions on how to improve the event for next year and seek contacts with Glasgow Life and the Mela team. Suggestions were given from the room and any further can be sent to Paul.

    2. Correspondence - Active Travel Stage 1 & NRS Reports
      Included in the agendas given out to attendees were two reports received by the Secretary. One was around the areas to be targeted by the previously discussed Active Travel Stage 1 or Connecting Greater Govan Minor Works. Some of the changes include footway buildouts, dropped kerbs, tactile paving, and bollards. Streets set to be looked at for this include Langlands Road, Elderpark Street, Elderpark Gardens, Craigton Road, and Govan Road among others. There is no timeline at present as these same works are happening in multiple Community Council zones involved in the Connecting Greater Govan Project.

      Additionally, Jim Ellis from NRS provided a report covering the following matters: Govan Road pavements around the shopping centre, the loose pavers have been reported and repairs will be made. It is a specialist job due to the nature of the pavers installed. The recurring pothole at Golspie Street/Harmony Row has been booked for repairs, no date yet. Crossloan Road will have parking restrictions implemented on 2nd of June to clear the gullies, give the street a deep clean.

      A subpoint was raised regarding pedestrian issues at Crossloan Road, at the section between Craigton Road and Elder Park/Langlands Road Roundabout. Namely, that it is difficult for pedestrians to cross. While it is hoped some of it may be improved by the 20 mph limit, if there is any scope for adding Zebra crossings it would be welcomed.

    3. Planning & Licensing
      There are no objections from the meeting relating to a planning application in the BAE site and Padel Barn seeking an alcohol license.

      There is a planning application for the Lyceum building where the owner wishes to install television screens on the exterior. It was agreed to submit an objection to this and Planning Officer Madeleine Skeoch will submit one on behalf of the Community Council.

      News had been updated today that Govan would be the first area in the city to adopt the 20mph speed limit on some, but not all roads. We did not receive any information about this and it was only noticed by being published on news sources. Date is set and signage being installed.

  4. Outstanding Matters & Updates
    1. Any Outstanding Matters
      Several matters remain outstanding, and with no updates we did not wish to schedule them to save time as meetings have been running long. It was proposed if anyone had any points regarding recent matters to raise them now.

      Govan Letter
      A poll was taken in the room of those in the G51 3 postcode area that should have received The Govan Letter via Royal Mail. 2 out of 5, with one person getting two copies. Following this and other feedback received from those in the community, we remain unhappy with the performance of Royal Mail in delivering this. Associate Member Danny O’Neill will follow up with Royal Mail. There was also a report of people in G51 2 receiving copies, as they contacted the Community Council to check if they were meant to get it.

      Despite this, footwork by members to deliver copies to the library, businesses and hubs hopefully covered some of the shortfall.

      Hustings
      Hustings meeting could have been better attended, and the confusion over start time was not ideal. Suggested that we improve communication between members, leadership, etc.

    2. Bin Hubs Maintenance
      Several points were discussed earlier during the Correspondence from Jim Ellis, but additional points were raised. Namely, that the accumulation of litter and debris underneath the units still isn’t being addressed. It was suggested that this may be an issue to do with Job Description for the staff who empty the bins in the hub - their role may not include cleaning underneath.

      It was agreed that our role is to report these issues to cleansing teams for the general area to be kept clean.

  5. New Matters
    1. Friends of Elder Park Updates
      Annie Morgan gave the meeting updates on the progress of FoEP, and wider community projects. There are plans to open a “Janitor’s Garden”, not a growing garden to compete with Moogety but a new concept. And since the introduction of the Bin Hubs, areas in back courts have been opened up for other uses rather than being solely to store bins. Ideas such as cycle storage and others are being considered. Plus, ideas such as a Tool and Seed Library for residents to expand growing in the space made available in back courts. Advised she has been having issues with funding applications, Ruby Kelly offered to assist with any funding paperwork.

    2. Maslow’s Summer Events
      Maslow’s is planning four street parties over the summer, with the first one scheduled for 1st of June. The goal is to brighten up streets, small muraling like the bollards outside the two Maslow’s shops, and to partner with Get Govan Gleaming. Potential targets include around the shops, Shaw Street, Langlands Road, Govan Road, and Drive Road. Dates and locations to be confirmed. Agreed to share this information on Facebook and website where possible to boost awareness.

    3. Elder Park - Portico/Basketball Court
      Matters related to the Portico were postponed for discussion as the two main people involved were not present.

      We did raise the matter brought to our attention regarding the condition of the ground/playing surface in the basketball court on the Drive Road side of the park. Councillor Hutchison took note and will forward this report on.

      Finally, the pond has a summer target for the cleaning and fixes. Consensus on options has been reached with the model boats club. And FoEP will no longer seek to gain access to the space used by Park Villa, they will share with Dig In.

  6. AOCB or Questions
    1. Mrs Elder Mural
      The meeting was made aware of the mural being finalised at the Langlands Court/Langlands Road depicting Mrs Elder. Updates will be posted on Social Media channels if we get any, but we are unaware of any potential finishing date or any opening ceremony type event.

    2. Questions
      Updates were shared among those in attendance relating to other projects in the area. Plus, questions were answered by Ex-Officio Members and CC Leadership relating to matters such as Water Row Development ground floor retail space occupancy, litter issues, and ways in which we handle matters.

  7. Date of Next Meeting
    The next meeting was set for 7pm on Monday 1st of June 2026, at the same location in Maslow’s Community Hub.
